Students with disabilities have a right to qualified teachers — but there’s a shortage

The federal Individuals with Disabilities Education Act guarantees students with disabilities access to fully licensed special educators. But as Becky Ashcraft learned, those teachers can be hard to find. In 2019, 44 states reported special education teacher shortages to the federal government.
