Schools seek qualified substitute teachers

Some school districts are facing a shortage of qualified substitute teachers. Districts are trying a variety of strategies to help fill the gap, such as seeking to hire certified – but nonworking — teachers as substitutes and tapping the resources of staffing agencies.
