College enrollment is down. Can these new state policies help?

Educators from around the country gathered at the Reagan Institute Summit on Education in Washington, D.C., this summer to brainstorm ways to deal with the drop in college enrollment. Ideas included improving technological infrastructure for students and training for faculty, and to find new ways to help students struggling with such life issues as child care, transportation and finances.
