Students with disabilities have a right to qualified teachers — but there’s a shortage

Licensed special-education teachers are in short supply, and schools in 48 states are turning to aides and substitute teachers to fill staffing gaps. Educators currently working on their licenses also are brought in to fill those gaps, a practice that has some experts concerned about the effect on students of placing underqualified educators in classrooms.
